Waves were 8 feet, and the water is cold — about 60 degrees F. It would be very difficult to swim in those conditions. Idk if they were wearing life jackets. Most of the passengers were in their 70s.

Yikes, that would explain it.. the temp and the age.. at 60 degrees you roughly have about 5-10 minutes to find a way out of the water.
Also, 8 ft waves also means 8 ft troughs which makes for 16 ft total
And that’s not considering the shock a sudden change often causes, especially without life jackets.
