Also a lot of NIMBYs who don’t like change or density. When I visited Berkeley, I saw signs protesting high-rises on top of BART stations! They should learn from Vancouver, which isn’t perfect but at least builds tall at a lot of stations.
Or for that matter, Hong Kong 🇭🇰, which has that as SOP. The common joke is that the HK MTR is a real estate company disguised as a transit system.
