Yes, Putin believes he can tell Zelensky to hand over Ukrainian land (even though Putin started this war) and tell Ukrainians they can never join NATO. Meanwhile, he will offer Ukraine security - just like he said he'd give them if they gave up their nuclear weapons. He lied then and he's lying now.
