have heard the term but wasn't sure what it meant. in a disaster, fires, earthquakes who could/would we depend on to help us-not the federal government-then WHO?

I imagine states would create their own emergency relief funds. Probably run them better than FEMA anyway.

Last I checked Mexico and Canada came to help during fires. Other states also send fire fighters.

Ourselves. If money isn’t going to the fed, it stays with the state, giving that state more money to build up its own resources.
