My guess is the EXORD included boilerplate about TdA being a FTO lethal force ROE supplemental whatever blah blah blah, but reserved TEA at a very high level, and then they delegated TEA for this strike

That would be in line with how the 'non-combat' GWOT theaters have mostly worked, when they wanted strikes to be restrictive

Probably this, although if they did include any lethal force ROE supplementals in the context of mentioning designated FTOs, that would be uhhhhhhh … problematic in the absence of a tie back to an AUMF, regardless of TEA level
