The seat belongs to the USSR, which broke up. It really should rotate between all of the breakaway states before Russia gets it again. Let’s start with Ukraine, then Estonia, Latvia, Lithuania, Moldova (the free part), Azerbaijan, etc.

Does that mean if the UK breaks up, their seat gets rotated between England, Scotland, Wales and NI?

The better scenario is Russia cracking up. But I would prefer to see Scotland, Ulster, Wales, Man, and Eire form a Celtic Republic.
