That raises a good point I hadn't really thought about. With a smaller denominator the per taxpayer cost of data center credits in Wyoming must be significantly higher than, say, Texas.

Manhattan is something like 30 square miles and would be the 8th least populated state. Maybe we should secede from NYS to get six electoral college votes.
