They couldn't get a grand jury to return a true bill on felony assault. A misdemeanor charge doesn't require a grand jury. However, the defendant still has to plead guilty/not guilty same as always. Still has a right to a jury trial if requested.

He absolutely should request a trial and represent himself after pleading not guilty due to extreme emotional distress. The video needs to be his only evidence.

Oh.. if I was a wealthy guy I'd pay for the attorney and call tons of press conferences about their inability to indict a ham sandwich.
