The guard that willingly deployed are still to be held accountable. Do not let them off the hook because they were just following orders. I served AD 8.5 years, you're allowed to question unlawful orders per the UCMJ.

Quibble: Most of the time the National Guard *aren't* covered by the UCMJ, situations like this are the exception.

I understand when they are under the UCMJ. When they are on active duty orders. Deploying to a city are AD orders.
