I am NOT an attorney. My reading of the section “revoking certain Presidential actions” regarding Sec. VI. Does this mean universities who violated sec. VI, in the administration’s eyes, are no longer violating sec. VI, because the same administration has now revoked it? I’m confused.

It is confusing! They claim disparate impacts based on race, color or national origin are discriminatory. 1973 regs added non-disc clauses to ALL fed assisted programs. "Or effect" means that as long as you don't intend discrimination the effect doesn't matter. www.govinfo.gov/content/pkg/...

This is the section that is being edited in ALL regulations. "Or effect" appears 71 times in this Federal Register. Since affirmative action has already been ruled unconstitutional at least in higher ed admissions, taking out "or effect" renders the Civil Rights Act of 1965 toothless.

This is the wording that will be edited from all regulations
