I think there is another chapter after that. As the soviet union dissolved, the ruling class of the Western bloc stopped being afraid that a competitor could challenge them. So, the ruling class just stopped caring if institutions were prone to fall apart from internal looting.

I am not saying that the Western nations weren't corrupt before the mid 90s. But, I think that the elites were sane enough to know that bad stuff happens when you strip the wires from the walls. I don't think they care anymore
