Yes but the mayor and city council don't give orders Their commanding office does, and that person is most definitely a trump supporter.

The mayor is literally the chief executive officer of the police department in his city, much like the president is chief executive officer of the military. Refusing to follow a lawful order is grounds for rightful termination and a loss of pension.

I mean do they? I've watched the mayor of LA call for step down in violence and the cops just ramp it up. But yeah i wish everything I was saying was not true I really really hope that everything works out for Chicago and that CA will follow.
