Dolly Parton says 'Scotch-Irish' herself so I'm guessing it's acceptable terminology in those communities.
As an American idiom, “Scotch-Irish” isn’t considered an insult. Tho, every pasty JV Catholic in America who doesn’t have the social status to be a proper WASP calls themselves Scotch-Irish. Even if no branch of their family tree goes through Ulster County.
