You need to stop right to buy, to incentivise councils and charities to build public housing. My recommendation would be for public housing to be held in escrow by the Crown Estate for the next thousand years, so that a future government couldn't reverse the policy.

"We" won't do that because "we" don't want to take on the speculators/builders and financiers that control that (and every other) industry. But "we'll" make lots of gestures!
