I think OP's original post is wrong but I think they are right to be concerned about the possibility, check out the article they linked to, which makes it clear that IDs for VPN is being discussed.
I hope you're right, but there's probably ways to force compliance, and if that doesn't work: They would move to ban them and probably impose some harsh penalties. The RESTRICT Act for example did propose banning TikTok and imposing a 20 year penalty for effectively using VPN's
Restrict was not in the uk though - that was a US thing.
That doesn't mean such a law can be passed over there... I've come to realized that one should always pay attention to odius legislation passed on other countries since these days, whatever happens over there, can come over here.

Articles can mislead. The gov has quite clearly stated that vpns are not going to have the same id checks as websites in the uk.
