Absolutely bonkers mentality. Putin is doing the opposite right now, clearing out prisons and putting old equipment to use instead of letting it rot. I wonder if they're selling haggard old nukes to DPRK. It wouldn't surprise me. Coin toss if they work, another toss if they explode on launch.
