Most sensible (and sharpest looking) formal/semi-formal wear for men is found in Indonesia and Malaysia -- long sleeves are formal, short are fine as business wear (or were). Cool in all meanings...

Shorts aren't actually cooler, and moreover fail to protect the legs from sunlight and insects.
But they're a lot cooler on the London underground where there's not much sunlight or insects!

Can confirm. I changed out of my shorts to walk my new, very roomy (but too long) vintage crisp cotton troos to the tailor and was surprised at how warm I was walking back to work, in said shorts.
Shorts are actually cooler. Signed, one who's just spend six days hiking through the Alps.
Walk 2-3 hours in the hot dry desert of California and tell me that story about shorts and pants again. It's a humidity thing. In the humid air it's actually creating dryer air pockets as your clothes wick moisture. In the dry air sleeves create extra insulation which prevents the body cooling.
Pants and long sleeves in dry deserts are the right call IF you're going to be out there for longer than a solid day without shade. But for a few hours in the dry desert? That's what sunscreen is for.

I admit, I didn’t read the article. As for the opinion, it totally ignores the reality that there are modern pants, made of lightweight material that can keep you cool and comfortable despite the heat. Sure, wear shorts. But there are pants that can be comfortable even in the heat.
