does one of her sons work for a trawler? her carve out for CDQ interests seems somewhat random...as does the whaling exception. such a small number of people win out.

I think they were just random things on a long list that were " small enough " that she could get them, benefiting a few hundred people. It's insane, she just torpedoed her legacy.
