it can’t really be random. I wonder if a bunch of them just didn’t want to deal with the workload or the spotlight, or didnt want SCOTUS slapping them down, or even just had vacations planned etc., and Katsas and Rao were like “ooh pick me!”

How do the Trump cases keep getting 2 - 1 Republican appointee splits, when the DC Circuit as a whole is 7 - 4 Democratic appointees? I understand having a few, but it seems that every major case ends up like this.

I’m not sure of the procedure there. Possibly it is those judges who cover a certain region, and they are selected for their allegiance. If it’s a random draw, yeah, makes no sense.
