He's been on this kick long before Putin came along. Mail voting is mandatory in red Utah, and in the rural areas of red Nebraska. Here in Nebraska, in our AG's lawsuit against Penna., they actually argued that Nebraska runs honest mail elections and Pennsylvania doesn't.
