Right give the fire it's own little room to burn and leave the rest of the world alone... but that doesn't actually put the fire out it allows it to burn out on its own where as water stops the fire period.

Sometimes the actual goal is to make it burn in case of extreme toxic chemical spills where it is safer to burn it off to prevent explosive gasses and death of firefighters and/or cleanup crew When heavy chemicals are burned the residue gasses are far less toxic going up in the air instead
