Some brief googling indicates DC seems to have a monthly lottery for desirable food truck locations on top of their licensing fees. So the city picks what locations they're allowed to "block traffic".

Wait, this is in DC?? There's so much for truck regulation in DC. Fees and hoops and inspectors and costs are only the beginning. I hope the tickets bankrupt this person.
