The admin stopped doing the daily COVID briefing because they were an unmitigated disaster. IIRC at one point in the protests he was literally hiding in the WH basement! After 1/6 Pelosi and McConnell were effectively running the country.
I think there's an implicit acceptance — from people across the political spectrum — that by summer '20 Trump no longer viewed himself as (or arguably even wanted to be) CiC. In that vacuum you can project a lot of things and right-wingers are eager to backfill it with "Biden and the left".
