Obviously he was still technically in power but it became much more apparent to an incredibly larger proportion of the country he was manifestly unfit to lead the country. The COVID and then George Floyd protest responses really accelerated this.

The admin stopped doing the daily COVID briefing because they were an unmitigated disaster. IIRC at one point in the protests he was literally hiding in the WH basement! After 1/6 Pelosi and McConnell were effectively running the country.

I think there's an implicit acceptance — from people across the political spectrum — that by summer '20 Trump no longer viewed himself as (or arguably even wanted to be) CiC. In that vacuum you can project a lot of things and right-wingers are eager to backfill it with "Biden and the left".
