Vaccines is supplied by the provinces and is not a merchandise pharmacies sold. They claim the service fee for administration of vaccine to government authorities for those with proper healthcare registrations in provinces. As Canadian, you should be able to get healthcare registrations.
Thanks, luckily I at least fall into a couple of the restricted categories for covid vaccines the idiots are pushing for now...but in the future, it seems, mRNA might get banned in the US, so I'm keeping this in my back pocket. Hell, happy to start paying some taxes to Canada if they'll have me!
