The version I've been using for years is "ACAB also includes Sam Vimes. Sam Vimes would be the first one to agree with that statement."
this is actually addressed in "Thud", with the interaction between the dwarves' Summoning Dark, and Vimes' The Watchman. Vimes' knows he's capable of terrible things, but he watches himself to make sure he doesn't.

Vimes is a poster child for "good men don't need rules."
Something I love about The Truth and Monstrous Regiment is getting to see Vimes from other characters' perspective and having him written entirely externally. If you've read the Watch books you know he's a good man and a bastard but I love how much more the bastard stands out in those books.
I had never heard the phrase ACAB until I came across it in a discussion about Sam Vimes. I assumed it was an affectionate discworld joke drawing on AFAB/AMAB- that the character had been "assigned copper at birth". It seemed to suit him! But then i googled..
