Recall that last year Trump said he wanted to staple green cards to every international grad student’s diploma and much of the press reported it as fact. Three days ago he suddenly declared he’d bring in 600k Chinese students (?). This is basically the opposite of what his admin has actually done

He's been very consistent. If he says he's going to help somebody, that will turn out to be a lie. If he says he's going to hurt somebody, it will turn out to be that and worse. Many in the press seem unable to grasp this simple rule for reporting on him.
It’s all based upon the last person he’s spoken with. When he meets with tech execs, he touts F-1 visas. But the only real experience he has with visas are the guest worker visas for cheap labor at his hotels and “Epstein visas” used for Melania and others.

Universities promote violence, so they need to be dismantled. I have no problem with foreigners, but I have a problem with universities and their students, so student visa programs need to be dismantled.
The new proposed rule would also effectively end automatic OPT - the program that allows students to work for a short period of time after they graduate (which means e.g. they can accept a position at a US tech company while waiting to enter lottery for a longer-term skilled-worker visa)

Stephen Miller is known to be obsessed with OPT and CPT. Also, under Trump 1, some of the legacy data issues with how SEVIS captured those statuses led to him badly misunderstanding how many of those folks were actually in the U.S.
International students are approximately 1/3 of a major university's enrollment.
2/3 for grad school STEM programs.

The reasoning is also just complete bad faith lies. International students cannot be a burden to the American taxpayer. We CAN NOT claim benefit (there's edge cases but even then claiming benefits on those visas can have severe immigration consequences down the line).
The existing framework is quite strict. To obtain or extend a student visa, one must show proof of funding through fellowships, scholarships, grants, or independent wealth. International students MUST ONLY work on campus. And pay taxes on their income, and in some cases, on tuition fellowships.
International students can only work off-campus as parts of internships (CPT) or as part of the twelve-month Optional Practical Training. We PAY TAXES, we CANNOT CLAIM BENEFITS, and we CANNOT TAKE OFF CAMPUS EMPLOYMENT. And as grad students we work in exploitative jobs for the university.
