Reports of Giuliani pulling over to help a woman in a domestic abuse incident MIGHT be false. The POLICE were helping in a domestic abuse incident on I-93 and Giuliani was a passenger in a Ford Bronco going in the OTHER direction when the Bronco was rear-ended. www.nhsp.dos.nh.gov/news-and-med...

I does seem unclear until you read the entire article. The police hadn't arrived. They were en-route, but on the other side of the interstate. Someone, Giuliani or someone else, had apparently called 911 and the police were responding. The police did witness the accident.

According to the state police, the police were attending the domestic abuse scene on I-93 at the time Goodman and Giuliani were nearing the incident coming the other way on the divided highway. Troopers saw the rear-end crash and then walked to the median to help them. Maybe we'll find out more.

Police were responding to a report made regarding domestic abuse, not helping. This is why they were in the area and saw the accident. "troopers were responding to a report of domestic violence on the southbound side of Interstate 93 when they saw the crash involving Giuliani on the northbound side"
