Nosferatu is just the face of cruelty in the organization. The master of cruelty is Russell Vought. He's the sadist who's been writing the vast majority of Trump's EOs. He has a particular sadistic plan for federal employees and admitted it during his confirmation hearing.

Anyone who states, in their confirmation hearing, that the goal as Director, OMB is to put federal employees (referred to as "bureaucrats") "in trauma" is nothing but a sadist. They want to make the workplaces so horrible that people will break. That is not a person who should EVER have power

It's well-known that Vought plays a major role at the Heritage Foundation, as well as the Center for Renewing America. Both of these organizations support Christian fundamentalism, as does Vought himself.

He is a tool

Fwiw, both of those organizations should be declared terrorist organizations for their targeting of federal employees and agencies. I also believe that Vought should be deemed an enemy combatant.
