I just don't see how this works on our system, which is both oversubscribed and directed internally. And the outlets are either Mexico or Canada, so...unless the idea is to end at ports and put them on ships?

It is costly and complicated to create that. We have buses and highways, and it would take nothing. And holding Union Station does nothing for such a plan. Urban stations are no help.
