Also, the organizations who are trying the same things that haven't worked may stick with them throughout all of this. So we have to be ready to try and embrace new things, because relying on institutional anything rather than the ingenuity of passionate people will hinder us.

Yes. What we do need is some agreement on the end goal, but how to get there is anybody's guess (we do know quite surely that what we are currently doing is not it).
