Which small nukes do. The smallest go in shoulder launcher and 155mm casings, weighing 23-54kg, with yields of 0.01-0.1 kilotonnes (kt). The W80 is for cruise missiles, weighs 130kg and has a configurable yield of 5-150 kt. Warheads this size have been made since the 1950s, Ukraine could do it.
