The USSR *really* fucked up when they over started every capacity they ever developed! We took their announced capabilities, assumed they would be holding back, then built the systems that would outmatch the paper specification every time. Then under state our own capabilities.

That's why we have MBTs that were in service for over 25 before their first combat loss, stealth that borders on breaking the laws of physics, jets with perfect combat records and spy planes there faster than almost all missiles during their whole period of service.
