The European Commission is expected to present a range of options in two months, supported by a legal assessment. One of the options involves placing assets through a “special purpose vehicle” (SPV) managed from Brussels, a new fund that will be supported by several EU and non-EU countries.
This will allow for riskier investments that could generate higher returns for Ukraine. Moving assets to a structure that could potentially operate without the unanimity rule would deprive Hungary of the opportunity to return them to Russia.
