The Empire took over Endor. They occupied the place. They literally built the second Death Star there. Endor was going to be its first test, too.

They had armored vehicles blasting Ewoks. Stormtroopers on speeder bikes. Just because we only saw two buildings doesn't mean that was the extent of Imperial occupation, lol. They were blowing those little guys up.
