It's possible that Trump's cabinet might be thinking in this way. It could also be Trump's petty vindictiveness against Hollywood. A large number of Hollywood movies are shot abroad to save on production costs. This could be a way of controlling what gets made. A true propaganda powerhouse.

The actual phrase was "corner cutting" but I couldn't fit it in - frugal probably wasn't a totally accurate choice - I meant frugal with salary and benefits as opposed to frugal on their yachts and private planes 💙
