I believe many fled Bautista when he came into power as well. I suppose it has to do with who will be oppressed, or at least disadvantaged, by a new regime.

Regime is just a word used for any government you don't like. Like the fascist Trump regime, or the genocidal Netanyahu regime. Others would call the same governments "friends and allies". Depends on whether you are aligned with them. Castro was a regime to the US, but the USA was a regime to Cuba.

Same way, whether someone is a "terrorist" according to the US depends on whether they are currently serving American interests. Israeli colonists murdering Palestinian civilians, 'not terrorism'. Bin Laden attacking Soviets with help of CIA, not terrorism. Bin Laden attacking Americans, terrorism.

I dont know, Castro was both a liberator and oppressor, depending on whose story you listen to. His revolution did bring real social progress albeit at the cost of political freedom and economic isolation. But I’d say well intended at times. Easy to look back but he couldn’t predict the future.
