With that small force they can't possibly invade Venezuela, but they could attempt a decapitation of the regime. Maduro won't be caught unprepared like Noriega, though. An invasion of Panama seems like an act of reputational self-harm. Trump possibly was talked out of it long ago.

It would need the Dutch Antilles off the Venezuela coast as a staging ground or logistics base. Panama is more likely. But what about Cuba?
