Ukraine couldn't use the nukes. The activation codes were in Moscow. More importantly, they couldn't maintain them. It costs a lot to maintain a nuclear arsenal and newly independent Ukraine didn't have the resources for it.

One part of the agreement not talked about is that Ukraine got tens of billions of dollars in development aid for giving up the arsenal (that it couldn't use anyway). If they wanted an operational nuclear force they would have needed a lot of funding that they simply didn't have.
