Also isn't "Washington" the city and D.C. the "state" ?

As near as I can tell, "Washington" the city doesn't exist legally. DC used to have two municipalities, Washington (basically the federal buildings and environs) and Georgetown, but they both lost their legal status 100+ years ago. Washington is like Hollywood, mainly a state of mind.

Alexandria, Va (and what’s now Arlington Co.) used to belong to DC, until the retrocession.

Even after the retrocession of Alexandria and Alexandria County in 1846, Georgetown, Washington City, and Washington County continued as separate entities until the Organic Act of 1871 eliminated them and created a single unified District government. en.wikipedia.org/wiki/Distric...
