It’s ok to be a terrorist doing terrorist things at home because of course manufacturing bombs and planning attacks in the privacy of one’s home is completely lawful. Whereas peaceful protest in public under the same banner is arrest worthy.

So essentially the whole law is about restriction of the number of people that can see it. Nothing to do with terrorism at all.
I have no idea what the legals are. Cops say a lot of things. No idea if they have sound legal advice or whether they're making it up or just can't be assed with it.
