Managing sub-contractors shouldn't need to depend on law enforcement. In my experience, a skilled project manager takes more constructive approaches to ensure work is completed quickly and efficiently. It seems the council might be lacking in project management skills?

The majority of roadworks are by third parties not by the county council. They’re obviously not our subcontractors.

Surely if your department is authorising the non-CCC utility work there must be some coordination / management / supervision of the work that takes place? Isn't this a chance to emphasize the importance of finishing quickly and reducing disruption?

Yes, it's the typical Cambridge politics issue - clearly defining the problem, but all the solutions end up being "not my responsibility" with blame being shifted in every other direction.
