And how, pray tell, do we know if a vessel is a "drug vessel"? Does the vessel display flags or signs identifying it as such? Does someone call us to tell us a "drug vessel" is leaving port? Does Don Jr. get to board and inspect the vessel and confiscate "items in plain sight" before we open fire?
