More than a harder stone such as granite, limestone can scratch fairly easily. It's pliable, which means it can also discolour. It's a porous material, another reason why it is easy to damage. Poor choice of materials for an outdoor patio at a government building expecting foot traffic.

AFIK, the term limestone plus is not an actual product. I did a little research and they may be using Indiana Limestone which is a building material for façades and masonry. I don’t know if it performs well for walkways as it is soft (Moh 3-4) and is susceptible to acid rain and freeze thaw cycles

It needs more time than that. A better choice may have been cement (we do that here in Hawaii many ways exist to make it look attractive) or granite which is extremely durable and more attractive than limestone which is typically kind of blah unless it is filled with visible fossils like trilobites

I lived in NJ when he was building the casinos in Atlantic City. This is EXACTLY what he did to sub-contractors who worked on the casinos. He'd wait until they finished the job and about a month later would complain of a "major" screw up and then not pay them.
