Australia has no tariffs. The 10% stated is the normal internal GST (VAT) tax, which applies to all businesses. As imports have no prior Australia GST to write-off against the value, the 10% gets charged on the entire value of the import.

Also, don't be surprised if Australia doesn't respond until after May 5. They are currently in a federal election, and the government is in caretaker mode, so no new stuff happens.
