Yes absolutely. Here ‘efficient’ is being used to mean fast and cheap, but unreliable and prone to causing harm. Because they are treating it like the goal is to make money. When it’s not. The goal is to provide public good.

The goal isn’t for the federal government to make money… it’s to privatize everything so THOSE corporations make money… and citizens will pay MORE because we will either fund for-profit companies to do what federal agencies previously did, or pay for services independently out of pocket.

Yea, then you're right, it needs to be helpful not profitable. Though obviously, getting rid of it for a much more egalitarian distribution of power would be best in the long run.
