Per the report: Earlier this year Harvard created its own task force to investigate antisemitism on campus, and many examples and quotes from that report were cited in the federal OCR review. Harvard's *own* investigation shows that they are NOT indifferent, or else, why bother reporting at all?
Should there be incidents of anti-semiticism? No. But Harvard went to the trouble of identifying problematic issues so they could address them. If they had said everything was perfect, regardless of the facts, then it would be clear indifference.
Harvard students have the agency to perform actions that are NOT sanctioned by the university. If the actions are criminal, they should be held accountable *and* get due process. Is Harvard as an organization refusing to address the issue of antisemitism? No.
Also, in terms of racism, how does Harvard compare with ICE mistakenly snatching citizens or people with legal status and taking them anyway, just to meet a quota or because the person is not white? The government should investigate its own racism as vigorously as it investigates "antisemitism"

No, I'm not convinced Harvard is guilty. But one of the charges is indifference and having an actual report is NOT a sign of indifference. I also think what the Trump Admin characterizes as antisemitism has been exaggerated in instances. To be against bombing Gaza is NOT necessarily antisemitic.
Are there genuine incidences of antisemitism? Probably. BUT that does NOT mean all the reported incidences are truly antisemitic or that the organization condones and promotes those incidences.
There can be bad actors in any organization and the organization as a whole is NOT bad. There are documented cases of police officers who are excessively violent. Are they reflective of the whole organization? Well, it depends...
Is there a culture where excessive violence is encouraged? Maybe even quotas for bad behavior? Do people openly have racist slurs and it is that kind of conversation normalized and encouraged?
If the university is willing to examine itself, address areas where it finds itself responsible, then I don't believe it is indifferent.
Yes, their staff and students are creating a hostile environment based on religion, ethnicity and national origin. An organization can be held accountable for that.
