Get inside and warm the communities where and when ICE is going to strike. Each community leader can have a contact(s) within ICE who communicates with them.

Yes! A shadow system w/in the system. Also, misdirect & possibly document the real tag numbers of ICE cars; they put on fake plates before going out on raids. Share the identities hidden behind the masks, etc.
