Exact same experience in my Bay Area city. The move-in rent didn’t seem like an amazing deal, but someone local would’ve clocked it as a rent stabilized unit, especially when the landlord kept mentioning the year it was built.
"$2,300/month for a one-bedroom" is not such an obviously amazing deal that you must think that there is some benevolent government policy at work. it is the type of thing that people all over the country would laugh at you about if you mentioned.
