Something about the Home Office rather than the Secretaries? They all seem to 'go native' when they join. Some Ministries always seem more dysfunctional: the HO and MOD for example.

Thanks, I'd missed them. I'm not sure they're always dysfunctional though, just too powerful for the National good. Ian Dunt I think has an explanation of how Tony Blair tried to manage their influence on govt (in ID's book).

Yes, as you say, it’s more that they’re too powerful which is bad because they’re more worried about bean counting and hide bound in a Yes Minister way, from an outside perspective.
