Yep, and you see them taking up lanes of traffic to unload 18 wheelers as well, not just parking spaces. They spread out all the packages to sort for the delivery people - it’s definitely using public streets as delivery hubs

They did something similar in Lexington Ky while trying to locate warehouse space. Ran the whole operation out of temporary tents in a huge parking lot for months
I think that helped keep my company afloat.
